So in a surprise turn of events, following commitments from the Chairperson of the TRC who went to Ghana with Gavin to get the printers rolling that the TRC report would be in his hands in July, the government issued a document they are calling a White Paper. The response from the TRC working group of NGOs in Sierra Leone has been understandably critical — the paper falls well short of being a comprehensive series of legislative recommendations and NGOs are urging that it be considered a “Green Paper” open for refinement and comment. The Government has not responded. Meanwhile, Angie and I are preparing a letter to the President expressing our concern and we are delaying a return to Sierra Leone and a trip to Capitol Hill in Washington DC to lobby for funds until there is a more solid series of recommendations on the table. I will post the “White Paper” to this blog later today from my office….
